Smoke Alarm Verification and Utilization Program (SAVU)  Battery-operated smoke detectors are available free of charge to District of Columbia residents. Residents can receive one smoke detector per household. Smoke detectors may be requested from the Public Information Office, by calling (202) 673-3331. For your convenience, these smoke detectors are equipped with batteries, brackets and screws. The requirements for receiving a smoke detector are: You must live in the District of Columbia and show proof of residency. You must be a homeowner and living in that home (not rental property). The Department will install Smoke Alarm.
